I'm not sure if you browse or lurk on deviantArt (or even if you care for the site), but I know there are a lot of people around there that can draw in a similar style to TAKEUCHIFACETM or other anime/manga styles of that sort. Just depends on taking a bit of time to look and price range, AFAIK.
Ask Lianru she can actually color her shit Froggie/ziodyne is really good too there are a couple other people who are good at drawing here but they don't draw much
He/She can work with references, that's all you need. You will have to flood people with references to get what you want anyway, no matter if they know what you want them to know or not. I'd suggest just talking to that person, but believe me, that price/quality ratio is veeeery hard to find if you browse DA/tumblr for commissions. Which is something you could always do, but it takes a while and I doubt you will find someone who is much better without a huge jump in the price.

People said that the weakest thing in the Murder Guide was the ending chapter. Do you know what I think killed the ending? Research. Believe me. What I had in mind was an American style prison and it could have been funnier or more satisfying. Instead, I discovered that the Japanese prison system was so fucked up, it even fucked my ending up. That why until I muster will to write an alternate ending, I mark the Murder Guide as "unfinished".
