That's not "keeping order", that's banning trolls for being assholes. The two are different. Order does not stop trolling, banning assholes like CV stops trolling.... "Keeping order" can just as easily be used as an excuse for banning people who aren't trolls, and many forums deal with trolling by banning the victim and not the troll, especially if it's subtle.

XD Anyway: There is a difference between the laws of society and the rules of an optionally joined, privately-owned forum. You aren't given a choice to be involved with the former, whereas you don't have to be here. It's rather like intentionally joining a private organization of any other sort and then flaunting the rules involved there.
I think that the union of the threads will do more good than harm, but it would be nice to have us consulted first though.
