Pretty much every country in the world has retarded laws. It's ludicrous to say that someone cannot take photographs of something they're quite entitled to look at. But, regardless, the penalty is massively disproportionate. In this country, you'd probably have the camera confiscated and that's about it.

Rubbish. Recording a military facility from a public location with (presumably) no warning signs and no intent to spy is not espionage. It is not their fault at all, it is the fault of the Greek government for having such retarded laws and expecting them to know said laws.

It's bullshit that's like if I spoke too loud in a library and got locked up for it and someone who stole some books would just have to pay a fee.
Doesn't matter if it's a "military area", they really shouldn't expect people to not take photos from a public site. And, certainly, to send someone to prison for 20 years for doing so is ludicrous. It's just a ridiculously harsh penalty to cover up their incompetent security. If they were really terrorists or spies, then Greece is making it far too easy for them, whilst totally ruining the lives of innocent people. I mean, you spend less time in prison for murder.
No, taking pictures of a military area however is. Even kids know this. So it's pretty much their own fault. Now they should hope for their embassy to bail em out.
