Well, if you google the whole thing in quotes you get a ton of results about people with some sort of personality quirk that makes them seem weird to other people so I'd go with that.
I originally thought that since 理解を超える is like "beyond understanding," or "over one's head," right. But then I looked up 周囲の理解 because I wasn't sure if it actually meant understanding of surroundings or it was an idiom or something and read some articles about mental health. Either way I didn't know if others couldn't understand her. Or she couldn't understand the social context because of her zealotry.
