Morrowind, easily. It's a lot deeper and you have a lot more "freedom" in a lot of ways. (It's also a much more complex game in terms of mechanics.) Furthermore, you can actually literally kill everyone - even important characters. (Though the game will warn you if you kill someone key to the plot with a foreboding message). You can actually even complete the game in ways that are harder than normal.

Of course, it also will look most like ass, given that it's about a dozen years old. You'll definitely want some high-rez texture packs and newer models and stuff for sure.

Also, watch out for the Cliff Racers. You'll learn to hate 'em. Fast.
