    It appears to be a character for Emiya Kurou's RP.

    You can't blame the person for posting it on blogs instead of pastebin or spreadsheet, since blogs after all are actually your blog.
    You can however blame the person for approaching character creation in an established setting like a blind man would approach an organ keyboard.
