The Hell Biker: The anti-hero, the people, the setting and the villains

So this idea for the Hell Biker has been around my head for a while and I need to work something out with this thiing. I figure that doing a blog post can help me out with this endeavour. This is where I'll write details and elements that may or may not be included with the characters.

The anti-hero

- Do I make the anti-hero faceless (Not literally, of course. Just someone whose face is purposefully obscured and hidden; think of Celty from Durarara, except that this guy isn't a Dullahan like she is) or should I show his physical identity from time to time just so people can identify him?
- As if it wasn't evident enough, he's gonna use one badass and powerful motorcyle. A Spy-Hunter type of vehicle would fit.
- Social standing would be that the main character was a well-to-do and famous biker, just like with the motorcross circuits in real life.
- Tragedy will shape this character's llife and purpose.
- Why would someone try to mess with the guy?! What was the deal?
- He may be the only one who springs into action on a regular basis.

The people

- There will be a police force in the setting that struggles with the gangs. They do a decent job, but a certain gang has gotten so bold and violent that the policemen have a lot of trouble dealing with them.
- The main figure of authority in the police may try to figure out the identity and motive of the Hell Biker while trying to stop the motorized gangs. It may either be a commisioner or a lieutenant.
- Someone close to the Hell Biker may have survived a tragedy and supports him.
- The citizens at first may become afraid of the Hell Biker as much they are of the gangs, but something may change...
- Corruption, violence, fear, pain, revenge, redemption and justice will be the themes d'jour in this story.

The setting

- It'll be in a city during a not-so distant future. As usual, it'll be on Japan. :P
- It's not going to be an apocalyptic world (Sorry, people!), but it'll be close to Gotham City in Batman Beyond. That's the setting I'd like to have the most and apocalyptic worlds can get a little old after a while.
- The vehicles will be pretty advanced, though they won't be sky roads or the like. We'll be keeping this close to the ground roads here.
- The city in question is in the middle of the struggle between the police and the gangs. At the time of the story, the gangs themselves have the upper hand.

The villains

-
Motorized gangs will besiege the city in the setting and the main gang shall be the target for the Hell Biker's revenge.
- Why would the main gang had a bone to pick with the protagonist? Did they give him an endorsement deal and he refused them? Did they try to attack him once and he repelled them? What kind of reason could there be...?
- Someone may be vouching for the gang's activities and so he holds the police force back on purpose.
- Members of the gangs have been caught before, but have gotten released on bogus trials. I think you'll see a pattern here.
- A certain heist that's about to be commited by the main gang will set all things in motion.
