Romani describes the groups as:
"Three to monitor and supervise the Crypters on the Lostbelt side: the Presbyter, the Atlas-Slayer, and the Evil Incarnate."

- While we don't have explicit confirmation on what Kirei's (Presbyter) role is, he often acts as mediator and general assistant to the Crypters, most likely existing initially for the sake of ensuring the birth of the Alien God, and then to assist it. The former is how he "monitors and supervises" the Crypters, all in an effort to make sure things go as planned, in essence making him a project leader of sorts.
- Muramasa (Altas-Slayer) exists to prevent any trickery from the Crypters, more or less. Most notably, he prevented Kirschtaria's scheme to prevent the birth of the Alien God. That is how he "monitors and supervises the crypters", making him an enforcer of the deal they made. (Him being sent to LB6 to take out Morgan is similar to this because Morgan's destruction of the world is technically on Beryl's hands, so it falls under Muramasa's jurisdiction.
- Limbo (Evil Incarnate) existed to...distract and mess with the Crypters, I guess? The Alien World only needed a single Crypter to succeed in birthing the Alien God (Kirschtaria, the one who made the original deal), so Limbo was sent to make sure that's exactly what happened by disrupting the other Lostbelts. Thus, he fulfills his role of "monitoring and supervising the Crypters" in the sense that he twists the procedure into returning to what CHALDEAS proposed as the original deal, rather than the "compromise" Kirschtaria negotiated.

-Holmes (Detective) we know existed for the sake of making sure Goetia's plan was overthrown (since Goetia's plan is set into action the way it is to prevent the coming plan of CHALDEAS, so Goetia was effectively blocking CHALDEAS from taking action by doing what he did), and the easiest, or perhaps only, way to do this was to assist Chaldea (Holmes in Traum explains this then before he dies he also says "I see, my role was---" so there might be more to it, but we'll have to find out later). Holmes was then supposed to stop actually helping Chaldea after Goetia was defeated, but that is how he "monitors and guides Chaldea", by making sure that they defeat Goetia whatever means necessary so that CHALDEAS can act.
- Moriarty (Professor) is a late addition whose role is specifically to get rid of Holmes, who has basically betrayed CHALDEAS. At this point, Chaldea were doing too well in opposing CHALDEAS (still one more Lostbelt to go but they obviously didn't need Holmes for it), so Holmes had to go. Thus, Moriarty "monitors and guides Chaldea" by basically adjusting their power level to a point which CHALDEAS seems more appropriate, in addition to removing "assets they shouldn't have". Moriarty offering to help Chaldea after this is a result of him severing his contract with the Alien World, and is not included in his role as Apostle.
- Cagliostro (Count) is also a late addition, where his role seems to be entirely focused on the Master of Chaldea. He exists to wear down and mentally break the Master (malignant information overload), to distract them from the main goal (Olga Elements), and to just generally target the load-bearing part of Chaldea's team. In that sense, he "monitors and guides Chaldea" by trying to make sure that, this late in the process, they cannot move directly against CHALDEAS.

Ignoring the role of the Alien God, it's pretty obvious that "monitor and supervise/guide" never ever referred to "helping", because neither the Crypter-assigned nor the Chaldea-assigned Apostles ever did anything to help either party (it might just get confusing since Holmes was helping and Moriarty offered to help, but Holmes sealed his memories and Moriarty cut his contract). It's all an elaborate chess game where CHALDEAS is playing very specific pieces to get Chaldea to act exactly the way it wants them to. As "Romani" said at the end of LB7, if this whole thing were an exam, Chaldea would've had full score, but only insofar as the right answer being "doing exactly what CHALDEAS wants". The Alien World and Colossal System, CHALDEAS, has been manipulating every major party since part 1, and there is not a single Apostle whose role doesn't exist for this exact purpose.
